Have you done a carbon clean? If you have not you won't get a good compression reading. I have had motors go up more than 40 points after a good over nite soak with seafoam. Also you will not get a full reading unless the carb throttle and choke lever are wide open.

One more thing, change all of that old rubber gas line. And pull the cover off the fuel pump and check the screen.

Since it is a 76 model and the guy only told you that he had it on the water and that is all, the first thing I would do is change out the water tube gromets, complete oem water pump kit, dump the lower unit oil to see if any water, fresh plugs. Yes I have clear plastic hose that slides over the copper tube and gets tighten down with a small hose clamp. On the other end I have a hose end with a barb the same size as the plastic hose. Got this done over the weekend. It actually did require tearing the motor in half... but it was all pretty simple. I just unbolted all the mounts, disconnected the throttle arm and the gearshift, fuel line and wiring...and lifted it right out.. it's pretty light when it's only half a motor. OMC wis...

Take off the lower. Run a hose with a .25 inch adapter on the water pipe in the midsection. My guess is the rubber seal under the powered has swelled shut. Seen this a few times.
